To put the current wiretaps controversy in perspective, it's worth reading Nicholas Katzenbach's personal account of how FBI J. Edgar Hoover abused wiretaps and other surveillance measures in an effort to discredit Martin Luther King, Jr. The moral, of course, is that unwarranted, unsupervised secrecy leads, far more often than not, to abuses of power, no matter who is in charge.
