In the latest issue of Armed Forces Journal, the regular "Capitol Hill Report Card" section gives Senator John McCain a solid "A" for trying to attach an anti-torture amendment to the latest defense budget, and an equally firm "F" to Senator Bill Frist for opposing the amendment.
The Journal represents mainstream opinion among military and civilian members of the defense community. Therefore, the latest report card is a clear sign that quite a few people in that world think that torture is neither effective nor justified. The Journal's editors also thought the budget itself--the codification of important decisions about how we spend our increasingly precious defense dollars--was too important to be held up by a pointless debate over an obviously good amendment. You'd have to be seriously cut off from reality--say, by living in a series of undisclosed locations--to think otherwise.
